Adminstrator Account Missing in XP Professional?

Just changed a blown power supply on a PC, and while testing it noticed that the only account is a single Limited User Account. No Administrator Account is showing.
I asked the owner and he said 'yes, my son removed it, can you put it back, because I now can't install anything?
How is this possible, and how can it be put back?
I thought that with XP, if only one account existed, then it had to be an Administrator account?

Press ctrl+alt+delete twice at the logon screen and it should give you a screen to type in a user and password rather than selecting from a list. Type administrator for the user and leave the password blank and see if it lets you log on.0

Or boot into Safe Mode, and see whether you are given any likely usernames...0
