Right of Way Indemnity Insurance advice needed

Hi all,
Don't know if anyone can help. About 3 years ago, we bought an ex-housing association house on a crescent. There is a tiny central car park, but no drive ways to any of the houses. Our house has a large garage, and planning permission was granted about 20 years before for a driveway, just the owner then didn't get round to it. So we've spend the last years saving to put in a driveway (in decent weather, we just drive over the grass). We've finally got enough money, gone to the housing association, who've said no! Fair enough, so we've complained about the size and condition of the car park (no just us, all residents complaining). Housing association has said to me that if people keep complaining that the car park is muddy etc., they will put up a fence around it to stop people parking on surrounding grass (which is owned by council). This will stop us being able to drive over the grass to our house, so stop us from using our garage. We took out right of way indemnity insurance when we bought the place - does this cover us?
