OH wants a simple program to convert photos to cartoons (not online though). Tried googling but to no avail. Any ideas appreciated.:)

Ifranview (free) has some effects that might do what you want:
http://www.irfanview.com/
Once installed, open an image with Ifranview and then press the ctrl+e keys and the effects menu will open. The "median filter" and "oil paint" effects might do the job.
Photo to Cartoon http://www.caricaturesoft.com/ can also create cartoons from pictures, free for creating 10 cartoons and $25 US to buy. I don't see that much of a difference between Ifranview "oil paint" effect and the Photo to Cartoon result0 -
