    Why do you think they put that sign up?
    Is that not more to do with braking systems on trucks that can slow using the engine but make loads of noise in the process? I doubt that's there for the benefit of car drivers.

    Given that the sign doesn't specify, perhaps it would kill two birds with one stone. Road signs are there for the benefit of all road users ;)

    I use my clutch as less as physically possible. I was taught that the more you use the clutch, the more quicker it will wear. The cost of brake pads is nothing compared to a new clutch.

    But taking advantage of engine braking when descending a hill is a benefit. It stops the car gaining unwanted speed and avoids having to ride the brakes which may overheat. I'm pretty sure advanced driving institutes endorce this. A sign suggesting car drivers shouldn't do it isn't of any benefit at all.
