Landlord house inspection

Hi Guys

My mum is moving out of a private rented house this weekend. The landlord wants to do an inspection but is insisting they do it when my mum has left. Is this normal?

Also there have been a list of problems with the house (including damp, faluty sockets) that have never been fixed. My mum has a copy of this list with her original agreement.

Is there any standard list they use for inspection? My mum is disabled and in a wheelchair, hence why she is about to move into a ground floor flat. Through her disability support she had an intercom fitted to the front door which lets in her home care. The landlord is insisting this should be removed.

Just want to know what her rights are and what she needs to do to make sure there is no comeback when she leaves.

    Normally an inspection is done at the point of someone leaving - ie landlord/agent and tenant go around the house together and check everything is as it should be, sign to agree any issues and then the keys get handed over. I would hope that the check-out is done to the same standard as the check in. I hope your mum notified the landlord in writing at hte time of taking up resident of the issues?
    Don't forget to take meter readings and also tell everyone she has moved or set up a redirection of post - eg council tax etc.
    Whilst having an intercom fitted is not entirely unreasonable she probably ought to have sought permission from the landlord first - particularly if it involved drilling into the walls/cables etc. As far as I am aware the property has to be returned to the same state as when it was let bar fair wear and tear so the landlord can insist that the intercom is removed and any holes left etc patched up and repaired. Hopefully one of the more experienced people can advise on this though.
    Has the deposit been lodged with one of the 3 agencies? how long has she been at the place?
    Obviously if she has been there 10 years or something you wouldn't expect the place to look like she'd never been there but it should be clean and tidy and minor wear and tear is allowed -ie carpets won't look brand new etc.

    She has a list of items not fixed since she moved in that was given to her by the landlord. These are still outstanding items. She has been there 8 years.

    When you say 3 agencies what do you mean?
  • Does the landlord have to provide written notice of the date that he will come and inspect the property? My mum keeps ringing (and always has to speak to his secretary) to find out when they will come out? They won't confirm and she is supposed to move out by this Sunday.
