Heating cost in rental flat - advice needed

My husband and I rent a one and a half bedroom flat in London. the landlady had it done up two years before we moved in on the cheep, it looks great but under the surface is 'the house that Jack built'. We have had to have a few things put right over the 18 months we've been here, which she has paid for.
She has had lots of Spanish fixtures and fittings put in including the heating system, which is electric (as is all the flat). Its a really small tank in the cellar and it takes all night to heat up enough for a bath. Once the thermostat is switched on it takes hours to get piping hot water and its gotten worse since we got here. Not used to electric heating I just thought the thermostat needed to be on all the time but the electric company said that would be really expensive and they weren't wrong.
We pay over £100 per month and still have an outstanding bill of around 1K. I talked to the electricity man and he said something is wrong so we told the landlady via her agency (who work for her on an unofficial basis). Told today they will be putting in gas c-h next month and have reimbursed us for the oil-heaters we bought but I want to get compensation for the electric bill.
The tank is not British standard so I must have the law on our side
any help please?

Just to add to this - We were never given and EPC when we moved in. I believe we should have done.0

Yes you should have been given an EPC but to be honest they are pointless. It would have told your was an all electric boiler.
Why? Unless the tank is dangerous. I asume it complies with an EU standard?The tank is not British standard so I must have the law on our side
Are you on economy 7 (or the current day/night equivelant)? If so, this works by heating the tank at night when electricity is cheaper. If the tank is small and you have to top up using day-time leccy, that will cost a lot.
I can't really see you getting compensation I'm afraid.0 -
Economy 7 Immersion Heater? need more info on what your heating and water is. If its a one and a half bedroom flat does it mean only a dwarf can reside in the second bedroom?0
