Where do we stand with DPS, No Inventory and Landlord claiming deductions

Well, I think the title says it all.

We recently moved out of our old rental property, the landlord (also an agent) wouldn't come to do a closing inspection before we moved out, despite us giving him more than ample time to do so. We said he was welcome anytime, even if he wanted to make it an evening or weekend, we'd be flexible, we'd accomodate him but he kept refusing to attend or if he made an appointment, he'd fail to turn up.

On our move out day, we handed in the key to the agency he owns, told the property manager lady we'd be available to do a closing inspection, could ahe arrange one, she said she'd ask the LL to call us.

We had an e-mail from LL saying we'd failed to attend the inspection (we had no notification of one or we'd have attended) and gave us a list or numerous items which he said required attention, most of which were his repairing obligations anyway (such as ill fitting front door, ill fitting garage door, porch flashing needing attention) and as such we did not feel we were responsible and we did not agree with his retaining our entire bond.

We had the house carpets professionally cleaned (receipt copy given to property manager), the oven cleaned(copy of invoice to property manager), he alledged we had cats in the property who scratched the walls, which isn't the case, when we moved in, the previous tenant had had cats, there were scratches on the wallpaper, my OH offered to reinstate for LL, who said it wasn't important but we could 'if we wanted to', unfortunately we were unable to do so, but we had not committed to doing so in any case, he's trying to get money for this.

When we moved in, LL said he had a digital inventory and he would attend the property to view with us, make notes and we would sign for the inventory. He never did this, we chased and chased and chased for this, right up until we gave notice, then asked again, but nothing was received

So now, we're going through arbitraition on the DPS, where are we going to stand with no inventory, he claims he has one, but we have never signed nor agreed to one.

    He cannot impose an inventory now if you've never seen it or counter-signed it: he could dredge up photographs from several tenancies ago if they're not date-stamped.

    Give all the info to the arbitrators and dispute every single deduction: the onus will be on him to disprove your position.
