Boiler with bending flue that needs installation hatch installed

Hello all, I am after a little bit of advice about a boiler/flue that has arisen in my flat. I live in a block of flats which all have Powermax 155X boilers, I live on the first floor and these boilers have flues that can allow bends to get from the boiler to the outside wall (so I am told).
A regulation that comes in on the 1st January 2013 means that any flat that has a boiler with a flue which cannot be inspected all the way, will be declared unsafe.
I need to get at least one installation hatch installed in the false ceiling of the flat. Sadly this block was built by Barratts, who have been absolutely rubbish and they say that they do not have any plans of where they put the flue six years ago. The managing agent have been their usual waste of money as well so I am asking what would you say is the best thing for me to do?

the route from the boiler flue where it enters the ceiling, to the external flue, will almost certainly be a straight line.
maybe you could make a small test hole to find out?
ask all the neighbours does anyone know. someone may have had ceiling work done over the yrs.Get some gorm.0 -
Are you sure the new regulation affects you? Surely it would be for all new boilers fitted after that date?0

This is not a new regulation, refer to Gas Safe Register and HSE advisements plus BS5440 part 1 Flues in voids.
