Is this a formal redundancy letter or not????

DH received a letter from his employer on 19th January 2011 which reads as follows:-

"Cuts to grants will result in a variation in working hours for staff and positions being made redundant.

It is with regret that (employer) have to inform you that as of the 1st April 2011 we will not be able to secure you any guarantee of extension to your current contract of employment from this date.

Therefore, in terms of your statutory employment rights we have to issue a redundancy notice to you as from immediate effect of the date of this letter. This act is in practice of employment law and within your employment rights.

We would like to inform you that some posts will have to be made redundant and would like to offer volunteer redundancies. Any staff member who would like to discuss this offer further will need to do so by 28th January 2011"

He has had no further communication since this letter and we are unsure if this letter is actually his redundancy notice, or if it was just a pre-warning letter. He's planning to speak to them next week but we would appreciate any advice so he is prepared for the discussion as this all appears a bit vague at the moment!
