is it definitely safe to use? Ive known some of these 3rd party uninstall/removal programs to remove things they shouldnt in the past

Sorry, didn't see this post until now.

It's made by OPSWAT, a company who have all sorts of partnerships with various security firms, and who also run the OESIS OK program (testing whether are particular security setup is certified to work well together). They probably have a lot at stake to make sure their program works properly.

I've not seen any problems with it, and all reviews suggest it is quite thorough. It's a refreshingly simple tool that doesn't need to be installed, doesn't want to install a million toolbars - and just does the job quickly and efficiently. I've used it on multiple computers for Bullguard, Norton, McAfee, AVG, Avira, and Avast without issue. Far easier to use than some of the longer methods some of the AV companies make people follow, and personally I'd use it over McAfee's own tool.
