Non authorised payment

My husband was working in Mexico and stayed at a hotel there. On departure he paid his bill with his natwest debit card - he got the receipts from this payment and his hotel bill shows the payment as going thru and reflects a nil balance. On checking the two amounts he paid which show on his hotel bill these did go thru his bank account so therefore the bill was paid. This was done on 7 February 2011.
Yesterday (17 March 2011) he noticed a payment of £480 going out of his account for this hotel. He contacted Natwest who made him fill in a form and said "it would take a while to sort out".
How can a hotel take money out of your account without you being there to authorise it? They dont have his card or pin number........ and he has no receipt for this payment as he is here in the UK?
What can we do to sort this... i have contacted the hotel by email as no one there can speak english very well and am awaiting a reply.
Any advice please

    2. Next time tell him to use a credit card!...and preferably one he only uses for work expenses.

    3. Raise a formal complaint, to run in tandem with your request for reimbursement. That should limit the issue to 8 weeks max.

    Natwest wanted to cancel his card but he needs it cos he is going to Dubai for work soon. He does not use a credit card as once before he overspent and got into debt with it so now wont use one.
