They weren't late last year/early this year, but I believe the freeze has, er, defrosted?
A friend of mine went to the AFCO the other day and they've started the application.
They might be filling out the B203 paperwork but that doesn't mean that there are any vacancies. MPGS aren't recruiting and they still have a lot of applications outstanding from when the freeze came in.

An associate of mine started his MPGS contract on 01 Feb 11 ;o

The way it works is a list of vacancies comes out by e-mail to the careers office. The applicant puts his name down for that post via a naval Petty Officer. The applicant fills out a B203 and a medical form and when that is accepted via Glasgow (who are very very slow) they take the post. There are no vacancies at the moment. Your friend didn't apply recently (over 6 months ago at least) and must have been in the system.
The guy that started recently did yuss, however the other chap has only recently started his application and has been told by the AFCO that they are recruiting. I've checked on TRHJ (oh the power) and they've created a new application for him and are progressing as normal, if they aren't actually looking to fill vacancies right now then this particular AFCO are obviously doing their own thing.
