Recieved a PCN (by westminster council camera) for stopping on a single yellow line

Hi to all,
I just recieved a PCN through the post. I stopped on a single yellow line on a street in Westminster London to look at the A-Z MAP in my car. However shockingly i a got a PCN (Penalty charge notice) through the post today of £120 if not paid within the 14 days. They took a photo via their cctv cameras on the rear of the car. I was still in it! Can they do this? / anyone know if theres any point in challenging this notice?
Forgot to mention. it said "parked in a restricted street during prescribed hours"

Was it an automatic CCTV picture or was it taken by an operative who was present at the time? If the former then I can envisage a whole line of cars in a traffic jam getting photographed and fined.0

The lines mean "no waiting" so as you were stopped and waiting I think you're stuffed.

Had a passenger got out or into your car that would have been ok as long as then drove away quickly.0 -

It doesn't mean you're stuffed at all!
The council have to abide by legal requirements when placing signs, yellow lines & also the wording of their documents.... many don't & use their own interpretation of their legal duties & in doing so don't comply with legislation.

Yes, good point paradigm, if the signs and wordings are all legit then she's stuffed. But as she is probably not from that part of London (AtoZ) she might not be able to go back and look at signage and markings. So her only hope is a mistake on the ticket. There would for example have to be signs to say what hours the yellow line was in operation for.
Which rather begs the question how do you read the signs without stopping?0 -
