Traffic Observation Units

They have chequered livery like a police van. They have a CCTV globe on the roof and a roofrack of junk to go with the CCTV globe.

They are either called -I don't know which, probably the last one-

Traffic enforcement unit
Traffic Management unit
Traffic observation unit


I see them mostly driving around around the dual carriage ways, but I often see one on the motorway in one of those police spaces, but this one is up a ramp towering above the road level, and oddly see him sitting there in the dark, how can he observe anything in the dark?

What is the purpose of these vans?

These are ANPR, there be a police car or two further up the road in weight when a car trigger the ANPR for what ever reason the police car pull them in.

No, there's never a police car further up the road. I know you'll say they could be anywhere, but in this case there is only the next junction on the motorway and I come off at that junction and there is no police presence.
