Resize jpeg photo...help please

I am wanting to resize a photo to passport size for uploading (35x45mm)
I am trying to buy a railcard online & have to send a passport size photo with a minimum 300dpi ( whatever that means)
If i buy online there is currently a discount of 10%
I have tried & tried but cannot do it.
I dont have photoshop .
Can anyone offer any advice please.( or do it for me ??)
I have done it via a free online passport site but end up with multiple pics.
Getting annoyed now !!!!!!

You want to resample the image not resize it. Resizing is too lossy. Google search for something free to download and use if you don't have photoshop or paintshop or whatever.

Irfanview will do that, you can get the plug ins as well

When you install it will ask if you want it to be the default editor for types of image, check the one you have is ticked, you can change it later if you want.
Or you can open Irfanview, click file, click open, click the image you want
At the top, click image, click resize / resample, choose cm or inches, set the size, if it is an odd size, remove the tick for preserve aspect ratio, then enter the width and height details, enter 300 in the DPI box, click OK
Then click file, click save as (important as this option leaves the original at its existing size), save the file
