Insurance claim problem on German house

Hi,
I am trying to resolve a claim for burst water pipes in a house in E.Germany.
Please feel free to answer regarding the UK insurers protocol.
Is there a time limit invovled? I thought 3 years.
Can I claim on a proposed cost, without finished work invoices?
I ask as circumstances prevent my being there to sort it outin situ, language barriers and i have nobody over there to assist.
I have been offered €500, and my bank details requested but I dare not accept as I don't see it as enough for a full and final settlement and I can't make an accurate translation of their letter to establish if it is such.
I request emails as they are easier to auto translate but they keep sending land mail. They are very slow to respond. I asked if there was a time limit and they gave me 1 month which THEY are squandering.
I said that I could get an independant assessor, send a plumber from the UK, charge for translation, travel and accomodation and secure an invoice if demanded, but as they will only pay the going rate, okay, I invoice you for €1000 so now offer me the going rate.
My electricity needs reconnecting after the overhead cables were removed for highway works. I have requested the insurers pay but they do not reply.
I have written to the ombudsmen and they don't reply.
I have requested the equivelant of our Insurance Bureau but no response.
Any ideas please?
