Thank you for your informative and slightly sarcastic reply, however it is not for my child and as I don't have any but was asked by a friend. So if anyone on this TECHNICAL part of the forum knows I would be pleased to hear.
Personally I don't believe kids should be on there for hours on end and should be out playing, but what would I know.

It wasn't sarcastic as far I could see, except the "yes ..you" part which was presumptive to say the least. However that's by the by, and since I don't have kids (as far as I know) either then perhaps the parents should set up their Router to disable access on the kids PC outside of certain periods, and also set up the kids accounts to be separate from administrator rights. But since the parents have asked you, to ask here, then they may be less likely to understand the ins and outs. Plus you didn't say whether it was purely internet access or PC use in general. The kids will probably spend their "allowed time " looking for ways around their restrictions. The only real way is personal supervision.

I'd worry more about what the kids are looking at rather than what time they switch the PC off if I couldn't be bothered to check on them personally.Remember kids, it's the volts that jolt and the mills that kill.0

You can restrict the logon hours on an XP account, but AFAIK can't log a user off at a specific time. The screensaver could be set to require the user's password to resume, which in turn will check the logon times, but you'd have to prevent the user accessing the screensaver settings to use that - and your average child will doubtless find a way round that issue. If it is internet access to be restricted then, as already mentioned, a lot of routers can have time based restrictions set into them within a password controlled configuration.
