Renting - Inventory

Should the inventory that is signed at the start of the tenancy specify the condition of everything (carpets, appliances, furniture etc). If the condition of items isn't mentioned (i.e. the inventory is little more than a list of items), does this assume that they are perfect condition?

No, it doesn't signify that everything is in perfect condition. It just signifies that it was present.
Look at it this way: if you are the tenant and the landlord was minded to make a deduction for something that they claim was soiled or damaged I doubt that the deposit scheme's arbitrators would accept it if no mention was made of the condition at the start.0
