Because if the local butchers sent me a letter asking if I'd stolen any meat recently, and that they might come round and check the contents of my fridge to satisfy themselves that I was telling the truth... I'd be justifyably annoyed, wouldn't respond to their empty threats, and would refuse to let them in. It is the police's job to investigate alleged crime, and the principle of being "innocent until proven guilty" means that the onus would be on the butchers to prove that I had stolen some meat, not for me to prove I hadn't.
It would be the same with TV Licensing. If I didn't watch/record TV broadcasts, I wouldn't buy a licence. I would not respond to any queries as to whether I was using a TV illegally any more than I would respond to a letter from the local butchers asking if I had stolen any meat. Particularly since I'm vegetarian...0 -

I agree with esuhl on the principle aspect.
I have a TV Licence , but I object to it on the basis that the content is dross and the left wing bias. I rarely watch BBC channels and I don't listen to BBC Radio.
Ah yes, but, say the pro Beebs - the content is varied and wonderful at x pence per day and think of the wonderful David Attenborough programmes! Fine. I still won't watch it so those who do watch it should pay for it or introduce advertising.
I also don't see why if I don't need a Licence that I should call them on a semi-premium rate number or pay to send them a letter informing them.The man without a signature.0 -

They have no right of entry. However, as you are a business, and may have visitors to your premises, you may wish to pre-empt their visit by writing to them, withdrawing their implied right of access.0
