Plumbing for Central Heating and Cold/Hot Water Supplies

Hi,
I have recently had an extension built, and am in the process of looking at the Plumbing for Central Heating and Cold / Hot water supplies. I am looking at using either Hep20 or JG Speedfit... any recommendations ?
Anyway I have had some Plumbers round for quotations which have been extortionate, so I am looking at doing this myself. The Plumbers said that they would run 22mm to the Rads and Tee off to 15mm, is this the usual approach ? I was aware it is bad to have any joints below screed, where would the Tee be positioned ?
Also, can someone please explain to me what the difference is between Hep20 Standard Coil and Hep20 Barrier Pipe ?
From what I can understand from looking at the Hep20 website I could use the Barrier Pipe for the installation of the Rads (This would be buried in the Screed), but I would need to use the Pipe in Pipe System (ie pre sheathed pipe - comes in red and blue sheating for identification) for the hot and cold supplies running throughout the screed for the Sinks / Bathroom etc...Could you please confirm if this is correct ?
