Gas Related Work - Thoughts on prices?

Hi all,
I'm in the process of negotiating on a house purchase. It's early days and I'd like to get some local tradesmen to quote on work, but thought I'd ask here first.
There is gas in the street but not in this house, there is no central heating, just two open fires. The bathroom is derelict. The list below is work I think is fundamental to being able to move in, and sums in brackets are my own generous estimates based on what local gas suppliers have told me (unseen) and what I've read on the forum.
£1,000 Gas connection from street
£3,700 New boiler installation, connect to cooker, flexibility to move it in a couple of years
£5,500 New radiators x 10 supplied and fitted
£3,500 new bathroom including power shower supplied and fitted
£3,500 complete re-wiring and making good
Total £17,200.
I have bumped up these prices in case of any nasties, like the need for complete re-plastering should it be needed after rewiring.
I want to use this sum for negotiation purposes. This is a probate sale and I think that this work really needs to be done before I would consider moving my young family into the place. In negotiation I'm not including things which are clearly necessary - complete redecoration, carpets, curtains, new kitchen (there is none!) etc, which would be £15,000+ in addition!!!
I would appreciate any feedback on the above.
