(No) Heating problem - ACL Mid position valve

Good Morning,
A little bit of advice for a complete novice please so I can at least know what to get repaired.
We have a boiler with wall mounted timer (Ideal) in the utility and in the upstairs airing cupboard a plug to a wall socket leading to the wiring junction panel (?) which, in turn, goes to an ACL mid position valve and pump.
We have had intermittent noises (buzzing) coming from the ACL and I have pulled the plug for safety's sake rather than worry about the valve causing a fire risk or whatever.
This has happened a couple of times and, each time, when pushing the plug back into the socket it has taken several goes to get the timer panel to come back on and get the heating working.
I am now unable to bring it back to life at all and having messed with the slider on top of the valve, the slider has disappeared into the casing
I am assuming I need at least a new valve? Can you confirm that if this valve is not working then the timer panel will not, in fact, light up?
I have checked the 3 pin plug wires and replaced the fuse and also the socket is OK as I can run another appliance from it.
Is it a major (read "expensive"
) job to get this done.

Take the head of the diverter valve.
Can you easily operate the valve by hand? If not you have a sticky valve and the buzzing noise is the head trying to turn the valve but can't.
With heating on get someone to operate the roomstat. When they turn the temp up what happens with the valve head. Does it operate properly? Get them to turn the temp right down. Does the valve headcreturn to the mid position. If it doesn't work properly change the valve head.
If neither work properly change the whole valve.

An inoperative motorised valve would normally have no effect on your programmer / timer. You really should get a competent heating engineer in to take a look. It will take someone who knows what they are doing 10 minutes maximum to work out what your problems are. You will of course, be expected to pay.0
