Because DEC is made up of individual aid agencies who work together for appeals. The agencies will have staff based in underdeveloped parts of the world, so can respond to a crisis there. They don't have staff in Japan as it's a developed country. They can't train people to speak Japanese, fly them in and just expect them to know what to do.0 -
