The earthquake in Japan has affected millions, including the elderly and children, the most vulnerable in any society.

    Because DEC is made up of individual aid agencies who work together for appeals. The agencies will have staff based in underdeveloped parts of the world, so can respond to a crisis there. They don't have staff in Japan as it's a developed country. They can't train people to speak Japanese, fly them in and just expect them to know what to do.
