Cashplus & Car Rental in the USA

I'm travelling to Washington DC tomorrow, for a week long road trip!

For this I need to hire a car, but have only a Barclays Cash Card Visa Debit and a CashPlus Gold MasterCard.

Two questions:

1. If I haven't enabled the car hire thingy on the CashPlus card (I'm pretty sure I have), how long do they take to sort it out? I'm heading to Heathrow for 8:30am today techincally (!) and arriving at about 7pm GMT/4pm ish local time), and obviously would need it enabled for then. In preparation I've loaded £500 on to aforementioned card.

2. If they can't enable it in time, is there any way a US car hire might take a debit card? I have just over £1000 in there right now but can put up to about another £5000 in to cover a hold if I really need to (it's in a savings account).
