Pothole claim question

I was in lane 2 on the motorway today, doing about 60 and a car in lane 1 that was obviously trying to avoid potholes as he was swerving side to side but not doing a very good job of it as he hit one, flinging a 3 inch chunk of tarmac into my windscreen smashing it the whole width across and denting the A pillar. Now I'm probably going to lose my excess which is a pain I could do without, I have 10 years NCB and now I'm going to be out of pocket through no fault of my own, can I claim from the council for the damage or the other driver?
The problem with claiming from the council is being a busy motorway I'll struggle to get photos of the pothole, and I doubt I'd get much joy claiming from the other driver, though his 19" wheels and lowered suspension and resultant stupid swerving appeared to contribute to it. It was a wee chavvy modded hot hatch with people in the back and it looked like the wheels were rubbing causing the driver to drive like he was the car had that sort of pogoing shimmying ride boy racers love. My reason for thinking this is if the car hadn't been made dangerous by stupid modifications, the driver would have probably not went into the pothole.
Any chance of a claim either way or do I just add it to my list of things to moan about?

Issue will be proving it was debris from the pothole rather than debris off the motorway itself or something actually came off
the other car, Maybe thats why it was swerving??Censorship Reigns Supreme in Troll City...0
