Pump heat tumble dryer: good choice?

We are thinking about buying a tumble dryer. We would like to place it into small cupboard under stairs. I understand that there are basically three types on tumble dryers.
- vented tumble dryer. I do not particular like this choice for number of reasons. It will need a ventilation. We will need to make a hole in the wall and the pipe itself takes considerable space.
- condensed tumble dryer. We had one several years ago in different house. I remember it generated a lot of hot air due to the design. I do not think it is suitable for such a small place.
- heat pump tumble dryer like this http://www.miele.co.uk//tumble-dryers/t8000/t8826wp-392
I could not find any information about the impact of heat pump tumble dryer on the outside space. Does it generates a lot of hot air as a normal condensed tumble dryer or not?
Another question. We also would like to move a washing machine under stairs and we will need to put plumbing to connect it to water and waste systems. Should we be aware of any building regulations covering this type of work?
