OP clearly states they told the LA in Mid-Oct and sent Nov payslip once received (it's not uncommon to get pay after 6 weeks when starting mid-month).
So, how have you classed this as fraud? I assume from the way you have posted that you work for a LA?
If so, you need to become a little more aware of how fraud is classified. There is no element of fraud based on the OPs statemnt.
OP, do as Suellees says, ask for an income/expenditure form, take it from there.

You dont seem to want help, the council debt is much more important "a priority debt" than any other debt so it needs sorting out NOW, you have had some very good advice so far and my tuppence worth is have a look at the up your income part of the board and see if you can make enough money around your hubbys work to make enough to pay this debt first and to help the family finances after that.
I assume your claiming tax credits and child benefit?
Have you look at how much tax credits would pay towards childcare if you did go back to work?0
