Windows XP - Needing to block Downloads

I wonder if anyne has the answer please. Google searches appear to suggest no solution.

Trying to stop DS being able to download any programmes on the desktop Windows XP. It has no parental controls so cannot find a way. I use K9 for filtering which websites are accessible which seems to be very good for that side of things.

I have set his user name as 'limited' but his still able to download various programmes including those all annoying toolbars grrrrr

doh,looks like M$ pulled it in December

looks like its still available on some download sites
