Computer repair

I had my parents apple laptop repaired at a non-apple repairer in london. The laptop was subsequently returned to my parents who are not very computer savvy.
I have had a chance to look at the computer again today 5 months after the repair, and the repair shop appears to have swapped the processor for a slower one (1.42 ahs now become 1.07) as well as reduced memory from 1.5 to 1.25gb.
Their terms of service state any "reduction in product functionality" needs to be reported in writing within 7 days otherwise customer waives all complaints. Do I have any redress here to sort this out? Is there a repair ombudsman? Or is the only real option down the small claims court?
any advice would be fantastic

Well first off why use a non apple repair repairer0

Your best bet is to raise it with the repairers, other than that you don't have much luck. You have no way to prove that they were responsible for changing the hardware and if you took it to court you'd be extremely lucky to win.0

Their terms of service says a lot. 7 days, that's it. What I would do is contact them and make them understand that you are a good customer of theirs, and that you are not sure what happened with your parents' laptop. Explain them that you understand their policy, but that it would be nice on their part to change the laptop back to the way it was. Make sure you stay nice and calm. If they have a good customer service, they will take care of it. They are a small independent shop, and they certainly don't want to have a bad reputation.0
