Transfer of Freehold

Hi, I own a 2 bed room appartment and want to part ex to a new persimmon house. However they said they don't part ex leasehold properties. I live in a 2 floor high block where I own the freehold to downstairs and they own the freehold to mine. So a couple of questions.
1. Does anyone know why companies won't part ex leaseholds even when there is no ground rent.
2. How easy / costly would it be to swap the freeholds should downstairs agree. I'd rather have my freehold and I'm sure they'd be the same

    There is a reason you each have the other's freehold. It is to ensure you work together to maintain the property. If you each had your own freeholds you could not force the other to contribute to repair/maintenance costs.

    Your flats would also become unmortgageable (= un sellable) for this reason. And Persimmon would be even less likely to take on the leasehold!

    There is somewthing written into the deeds that the downstairs has to pay for repairs to anything with subsidence and the upstairs for anything in the roof.
    Is it standard practice for new housing companies not to part ex leasehold appartments as they said they would part ex the appartment if it was a freehold appartment but not leasehold. Can't see what difference it makes if there is no ground rent fee.
