You're both wrong. A lot of PAYG phones are locked to the network, some more than other networks and it also depends on where you purchase from.
If you buy from the Orange website it will almost certainly be locked to Orange, where as CPW tend to sell mainly generic (Vanilla as they're called) stock which are unlocked. You are not guaranteed to have a locked or unlocked phone, but you can increase your chance by buying it from the right place. Examples of phones I've bought in the last couple of weeks,
Nokia 1600 from Vodafone - locked
Nokia 2650 from Phones4U - locked
Moto C975 from 3 - locked
Nokia 1100 from Amazon - unlocked
Moto K1 from CPW - unlocked

I don't know about all networks but as I said previously, I tried an orange sim in my E900 yesterday and it worked fine (don't know about the other networks).Dear Lord,

I am just stating what i KNOW to be fact....that carphonewarehouse phones (as informed by CPW) are unlocked, and as CPW sell quite a few phones then how can "Almost ALL PAYG phones be locked"?0 -
Telephoned Grattans in the end as still no email confirmation. They said order received and delivery will be 1st December. Fingers crossed it all goes ok.0
