Exclusive Credit Card Offer From Halifax

Hi folks, I recently opened Halifax websaver account and moved my savings (in excess of 10k) to that account from Natwest.
Today I logged in and have found so many offers appearing on my account like reward current account and what not.
The most eye catching one is this one:

It is offering:
0% for the first 12 months on purchases
and
0% for 9 months on balance transfers (plus 3% fee).
Is it a pre-approval offer or can I apply and still be rejected?
Just to give a background, I have 2 credit cards(barclaycard initial and cap progress) and have held them for 8-9 months and have always paid in full. I just find it suprising Halifax offering me a credit card when my own bank Natwest wouldn't give me one.

Its not a pre-approval mate, you have opened a new account up with them and they are just advertising their credit card, and asking you if you want to upgrade to their reward account as well which you have to pay for.
If you apply for their credit card there will be a full credit check.
No offense either mate but holding a Cap 1 progress and BC initial which are sub-prime CC's and only had them for 9 months tell me that I don't think you would fit the profile of their card with lack of credit history TBH,not at the moment anyway.0 -
Sometimes the credit card advert will say that it is guaranteed, sometimes it won't.
This is what appears on my online0 -

I was accepted for the Halifax card when I only held a Vanquis and Barclaycard Initial and was not even on the electoral roll.0 -
I had exactly the same. It's not pre-approved. It offers it to you because you hold a Halifax current account and it says you need to pay in at least £1000 per month.
I applied for it earlier this week, it didn't give me an instant decision, but today I received a contract to sign saying they approved my application.
It highlights the 15.9% apr in big letters, however the small print says only 51% get this rate. I got 21.9%0
