Yes I would say it needs at least two the pole doesn't look straight either normally satellite dishs are fastened to a bracket directly

Even 2 straps would not hold a dish mounted on a pole for very long.
It should have been mounted via it's normal wall mount to the chimney breast, using good quality fixings. ( IMO ).;)0 -
