Answer - In my opinion - beacuse ebay are not generally interested.
To expand, how many times have you come across a listing and thought this is a scam/link/whatever I'm going to report this, where's the "Report this item" button/link, only to discover there isn't a "Report this item" button/link??
Ebay run their complaint dept like ryanair - ie very few people, and it's not in their interests to investigate or remove listings coz it takes time. So, make it as difficult as possible to complain and you'll have less complaints.
This is similar to british Airways complaints section, when I flew a lot with them for bnusiness their complaints (I refure to call it cust service) was onmly open something like Mon - Fri 10 to 3pm, and no email addy, so that when you got home at 10pm instead of the scheduled 8pm you couldn't complain, and then you would be too busy at work the nexty day to rememebr to ring up (and get put on hold for ages!!)
Rant over
(imagine if ebay had to publish 'what % of listings are dodgy/do you remove".}

I personally find their help really strange. When ive reported users i just end up getting standard canned responces from ebay and its obvious that they havent actually bothered reading my email properly.
And yet, ive had listings cancelled very quickly when a rival has obviously reported a listing simply because they want to sell the same product.0 -
its because they make money out of it.......ebay dont care...they dont stop scammers when it would be easy....they make it far too easy for non paying bidders.....the unpaid dispute claim process is a joke.....you pass the claim to ebay and they do nothing....because you have to complete a closure form, nicely hidden on their site.....so you have to read endless faqs in the dreadful help facility......
I lost 2 unpaid claims because the process is so crap.....no prompts, no customer service....i write processes for a living and ebays is totally crap.....a money making exercise at their own customers expense
