A little help with banking please

Im after opeing upa bank account which shall have a regular amount of around 100 in it each month. This shall be my hubbies spending money each month. Were just moving inot a new house so a strict budgets being done so id rather he didnt have access to our joint account. This may sound bad as I love my hubbie very much but hes a spendaholic (£3000 on a push bike)
Its took ages and a hard slog to get debt free and im staying like it.
A visa electron card would be quite good.
I do not have a drivers licence or passport so I cant go into a bank to open an account.
I have been thiking of a prepaid mastercard but I think you have to pay for these. Has anyone any experience of these and how they work?
Can nayone also point me in the right direction of a online run bank account that issues a electron card or similar?

If your husband is going to use the card it needs to be in his name, so it is he that would need ID, not you.
