New Build Offer? Please Help! :)

Hi Everyone!
I've been looking at a newbuild to buy and could do with a little advice on what to offer. I'm going through a separation and am completing on the sale of our family home in approx 3 weeks from now. (although the purchasers are happy to wait a little longer as this is going to be their holiday home). So as you can imagine I'm eager to find something - now!
The house I am interested in. There are just 4 in the development, a popular coastal village in Norfolk, 3 bed, ensuite, kitchen/diner (just) with white goods, all flooring, not a bad size garden for a new build. No garage, 3 of the plots have 1 parking space, the other has 2 parking spaces with it. All of them are on at £169,950. They are hoping to have all the houses finished and be off site in about 2 weeks from now. I would be able to deal directly with the builder as I went to view them last week, they've only just gone on with an estate agent.
What would you put in as an offer? I've been looking to see what's a fair discount in the current market but it seems to vary to widely depending on where you live!!
