heating allowence

Hi there, i remember around Christmas time, my friend moved into a new house, private rental and was able to get 200 heating allowence for oil, all he needed to show was the tenancy agreement.
I went down but i think they had said i had been at my property too long.
But now i have moved into a new place, private rental also, can i get this 200 heating allowence for oil?
I never heard of such a thing before??

I would doubt it, they have winter allowances, Fuel allowance for over 60/65 I believe and £25 per week cold weather payment for each week where the temp stays below 0 degrees. These are just in the winter though not just when you move house etc.

Is your friend an OAP and could this be a misunderstanding about the winter fuel allowance?
