We have relatives living abroad who sometimes call us from their mobiles. When one of them calls, all we see is the local mobile number, so could be something like 09..., without a country code or anything else useful. Sometimes we don't see a number at all, so it may depend on the service they use to call us. Could be someone calling from overseas, maybe even a call centre not withholding their number.

If the calls comes directly from abroad, then the country code will be present. The problem is more usually a badly incorrect Presentation number sent from a UK PABX of VOIP operator, or indeed one that has been purposely set up to mislead. Unfortunately, until the calls stop, there's not really much she can do - as changing her own number is a drastic alternative.0
