Energy performance certificate (EPC)

I've been trying to work out why my new build flat is so cold for a while and stumbled accross an EPC on an estate agents website for another flat the building which is identical.
Here it is

Yes you read write, it says 3 out of 100 lol. So now I know its not energy effecient. Now the interesting thing is it says it could be 84/100 with some work.
So my question is where do I go from here?
Should I pay for the energy certificate myself?
Where do I get it from?
Is there anything I can do to make my home more energy efficient?

There's no way it's a 3. With the CO2 rating being where it is, your flat should probably be 83 if it's new build.
It will have a condensing boiler, it will be insulated, it will have double glazing. It's not based on much else! With a rating of 3, I'd expect to see a shed.Everything that is supposed to be in heaven is already here on earth.

There must be some error it cannot be 3.
On same note what figures in EPC are considered acceptable.
I see some properties have 60(potential 75+) and
some properties have 55 (potential 65+) is 55 (potential 65+) considered ok!

I quite agree, it's obviously a mistake and the flat owner and EA should've picked that up0

My recent purchase was 55 with a potential of 71. It's a 1950's semi.Recommendatios included...
1 Increase loft insulation to 270 mm
2 Low energy lighting for all fixed outlets
3 Hot water cylinder thermostat
4 Upgrade heating controls
5 Replace boiler with new condensing boiler
6 Solar water heating
7 Solar photovoltaic panels, 2.5 kWp

My daughter just viewed a house which had a figure of 1. This was a victorian terrace and when you were in it you understood why. It had no central heating at all only open fires. I joked that it probably still had gas lights and it did! Only one though, on the landing. The lady selling it still thought it was worth £225k!!!0

lol 3, im guessing the house wasn't built and it was just a plot of land when this assessment was done
