vodafone no longer dropping tarriffs???

Jenny from Vodafone - I've also phoned Vodafone Customer Service a week or two ago - I have been told by one person that I can drop my tariff - by doing so on-line (I really can't see where or how I can do that!), and by another person that I can't drop tariffs. Could I please email your team too?
