Time limit on chargeback on Section 75?

Does anyone know of a time limit legality on the use of a chargeback for a credit card? I purchased a custom made item from the states in June and was informed of a 6 to 12 week delivery time. The item has never turned up and I have had various promises of delivery and despatch, even a lost in the post, with the packaging returned to supplier. They have given me tracking numbers that are obsolete or do not exist. I have just contacted amex re a chargeback, and they inform me it is outside their 3 month time limit. If the time limit is valid, does anyone have any other ideas?

    write to them and ask for a final decision letter as you want to refer the matter to the Financial Servicwes Ombubsman

    The time limit is 90 days for not recieved goods.

    The time limits are legal although some companies will still try to assist the companies they are trying to do a chargeback against have no legal obligation to provide the necessary information to complete a chargeback.
