Have a 'bring a bottle' party, you could even ask everyone to bring their favourite dish. I had a 1970s style 'house party' earlier this year for our engagement party, and everyone said how much they enjoyed it. People brought drinks and I made a buffet, a friend offered to bring a load of cooked shicken legs so of course I said YES! They were all glad to have a low cost night out, just not everyone is as open about moneysaving as us old stylers!

If you and all your guests eat pork you could have a hog roast

How about a Faith party, faith that everyone will bring a plate of something sweet or savory with them. We used to do this at a sewing group I went to and we always had food left over. You could do things like rice salad, cous-cous, dishes of salad, cheese straws, chocolate gateaux etc as back up just in case. We found it worked very well. you could call it 'A bring a Plate Party' to celebrate your 21st and make your own invites as well.
