    How shrunk?

Sometimes it is possible to get a bit back...

Thoroughly wet it with cold water and hang it up to dry, pull it tight and let gravity do its job. Hang it over a bath or outside as it will need to drip dry. It may have completely shrunk the fibres though... Hope you get it sorted.

Hand wash it gently & then drip dry it. I wouldn't wring it at all. As OP said, let gravity do its job Good luck

No dont wring it, fill a bowl up, put the skirt in, take the whole lot out to the line and hang it.

Is it new, have you washed it before.
If its new, take it back to the shop (all being that you have followed the washing instructions) but remember, hand wash means hand wash not machine hand wash, for a machine hand wash it would be in water a lot longer than a proper hand wash.
Let us know how you get on.

If its not new and yu have washed it before and decided to machine handwash.
make the most of it, we are only here for the weekend.

Still worth a go if it's faulty ie. if it's shrunk dramatically even after you've followed the cleaning instructions to the letter.
I think there's a certain amount of shrinkage 'allowed' but it sounds quite a lot.

Try drying it hanging as others have suggested and if it's still a good couple of inches too short take it back.
