the point is about DISPROPORTIONATE enforcement tactics........many people are victims of abuse not even knowing about outstanding PCNs--you only have to look at these fiorums to realise the sheer numbers of innocent parties....
even if there are ppl who knowingly havent paid-are you condoning criminal bailiff thuggery for debt recovery?!0 -

It depends on what you consider to be thuggery.
