    the point is about DISPROPORTIONATE enforcement tactics........many people are victims of abuse not even knowing about outstanding PCNs--you only have to look at these fiorums to realise the sheer numbers of innocent parties....

    even if there are ppl who knowingly havent paid-are you condoning criminal bailiff thuggery for debt recovery?!

    It depends on what you consider to be thuggery. Whilst I am sure that many private bailiffs are not exactly Mary Poppins, surely it is a matter for the police and local authorities to deal with, if they are threatening and/or harassing you.

    And who do you think the Police (who sadly are often mentally challenged when it comes to knowing and understanding the law they are entrusted to enforce) will automatically side with? If the Police siding with idiots like this did not happen then we would not need a bill/law to make clamping on private land a criminal offence.
