I assume that when you say about connecting you mean connecting to the internet. If so, how are you connecting, wirelessly or Wired? Where is your router located in relation to where you use your pc and laptop?

If on the other hand it is slow just starting up, the reason could be numerous things, like programs automatically starting up when the pc boots up, programs running I the background and taking up CPU time.

I use the below on a regular basis which cleans the pc and defrags it.
    http://www.piriform.com/ccleaner
    http://www.piriform.com/defraggler

Also further info here for sorting out the start up programs etc

Connect your pc directly to the livebox via ethernet if you can.

I certainly wouldnt bother defragging at this stage

Download MALWAREBYTES (Make sure you click 'DOWNLOAD LATEST VERSION')
    http://www.filehippo.com/download_malwarebytes_anti_malware/
Open malwarebytes and goto UPDATE and click 'check for updates'. After its updated goto SCANNER and click PERFORM QUICK SCAN then click SCAN
Remove everything thats found (needs to be ticked)
Post the COMPLETE log here AFTER youve deleted everything it finds
If anything was found then do the exact same but run a FULL scan

    reboot

Download HIJACK THIS (Make sure you click 'DOWNLOAD LATEST VERSION')
    http://www.filehippo.com/download_hijackthis/
Click MAIN MENU then DO A SYSTEM SCAN AND SAVE A LOGFILE(Takes seconds) then post the log so we can see whats running
(do NOT do anything else with Hijack but scan and post the FULL log)
If you get a message that you cant write to the hosts file then Press the SHIFT key, and whilst holding it RIGHT CLICK and select RUN AS (admin)

    Drop a brand challenge
on a £100 shop you might on average get 70 items save
    10p per product = £7 a week ~ £28 a month
    20p per product = £14 a week ~ £56 a month
30p per product = £21 a week ~ £84 a month (or in other words one weeks shoping at the new price)
