also as you say the property cannot be re-let then the LA's re-letting fee must be irrelevant.0 -
You need to get it in writing from your landlady that she will release you from the contract without penalty then you can tell the agents to go away.
If the landlady refuses to release you without penalty she/he may allow you to leave early with permission but make you pay the rent until a new tenant is found and pay for readvertising for a new tenant.
If you are not able to be released at all then you need to get on the Shelter website and start enacting your rights to get the repairs done within a reasonable timeframe. Have you started by putting all your grievances in writing to the letting agents and landlord?
I'm not sure that anything from the council that they may not allow her to relet the property will help you at this point in time -unless they start coming down hard and insisting that the house is ininhabitable and the works have to be done now - obviously this is something you may need to start pressing the council on as well - Shelter should have guidance on this for you.
The repairs and getting out of the notice are sort of seperate issues I believe in the sense of 2 wrongs don't make a right so just because she hasn't done repairs doesn't mean you can just up and leave sadly.

Have you informed the Land Lord about the fees, often the Land Lord dosen't realise what there agents are charging.
Also as the Land Lord is not in a position to relet, she may not use these agents again, it looks to me that they are trying to get every last penny that they can.0 -
