Payout slow on contents insurance

My brother in law was burgled last Februay, and besides the police !!!! ups, we are going round in circles to get a payout, is there a limit on time to these payouts or a group that can help?, the insurance was one recommended by his local council as he had a downstairs flat and most residents used them.

It obviously depends what the reason for the delays are.
If they raise a formal complaint to the insurers and receive their final written response they are then able to escalate the complaint to the Financial Ombudsman ServiceAll posts made are simply my own opinions and are neither professional advice nor the opinions of my employers

the main things are that the police have given wrong details at first, but the insurance company has changed staff or been on holiday but even then it is very slow.0
