New Hard Drive Install Windows 7

How do I install Windows 7 on a new HDD?
I was told all I would need to do is install the drive and then turn on with the disc inserted and it should install the system but after the language page the system seems to stop loading.

Enter bios(setup) and change the boot order to cd. Restart with disc in.0
