Amending deeds to Scottish property

HOw long does it take to amend deeds?
When my mum bought a house in Scotland, the deeds needed amending to convey access to the property. The previous owner got in touch with the housebuilder and access was arranged. Her solicitor was involved and this delayed the house move by a couple of weeks until solicitor was satisfied that all was well.
Nearly 4 years on, the deeds still have not been updated.
She found this out as she had redeemed her mortgage last March and was in process of transferring title to my brother.
She called her solcitor last week and was advised the deeds still had not been updated.
Should this process be taking so long?
