No Notice to Owner but staight to Charge

Hi

I have made the first appeal of a parking ticket which was rejected and so have been waiting for a Notice to Owner to make the next appeal.

However, i have just received a Charge Certificate (which I understand means I no longer have an option to apeal). The Charge Certificate advises that a Notice to Owner was sent to me over a month ago, however I have not received it.

Is there anything that I can do here as I want to apeal?

Go to pepipoo.com and post there. Post pics of all sides of all paperwork after removing identifying marks but leave dates.

Seconding what P_T_P has said, also just adding the direct link to the right pepipoo forum:

You can very likely get off this ticket with pepipoo's help. But it may mean waiting for the Order for Recovery then quickly completing a form saying you never got the NtO (I think).
